How is an IBAN validated?

With the ISO 7064 mod-97 checksum and the per-country length and structure rules. Spaces are removed first, so an IBAN typed in groups of four is accepted.

What does a BIC check return?

Whether the code is structurally valid, and its parts: the four-letter bank code, the ISO country code, the location code and the optional three-character branch code.

Does it confirm the account exists?

No. Validity means the number is well formed and its checksum is correct. Whether the account is open or who holds it can only be confirmed by the bank.

No. Validation is pure computation on the request and nothing is persisted or sent to a third party.
